Peut-on vivre dans un pays riche et avoir une population pauvre ?

Telle est la problématique qui focalise actuellement l’attention des Autorités Centrafricaines et de la société ‘’Centrafrique Investment  Group, CIG’’. Monsieur TOCHIL NWANERI, Consul économique et commercial de la République Centrafricaine au Nigéria (LAGOS) Chairman de ‘’Centrafrique ‘’Investment Group’’ et son équipe qui se veulent avant tout rassurants et exemplaires  s’engagent à promouvoir le développement  de la République Centrafricaine.

Objectifs : Après avoir identifié avec les Autorités les besoins du pays ‘’Centrafrique Investment Group’’ s’est décidé de s’attaquer aux projets prioritaires de développement par la mobilisation   à travers son réseau international des financements et des investissements directs étrangers crédibles en vue de leur implémentation en République Centrafricaine.

Cette initiative constitue une réponse active et concrète à l’appel faite au secteur privé par Son Excellence Monsieur le professeur Faustin Archange TOUADERA, Président de la République, Chef de l’Etat, en vue de contribuer et d’appuyer le Gouvernement dans sa lourde mission de reconstruction de l’économie nationale au profit du bien-être des populations.

Afin de réaliser un travail cohérent et efficace et assurer un meilleur suivi de l’exécution des programmes Centrafrique INVESTMENT GROUP a jugé nécessaire et important de s’installer en RCA afin d’intégrer et d’impliquer dans sa démarche, toutes les expertises nationales.

Convaincues  et déterminées à opérer des changements, le Gouvernement représenté  par les Ministres concernés et CIG  se sont engage à réaliser plusieurs projets par la signature a ce jour  des Mémorandum d’entente.

Il s’agit de :

Pour le Ministère de l’Equipement des Transports de l’Aviation Civile et du Désenclavement.

1°/ de la recherche et la mise en place sous le contrôle de l’Etat des investissements directs et crédibles destinés à financer   les études et la réalisation des projets énumérés  ci-après :

1. Sur le plan aéroportuaire

La construction des Aéroports Internationaux de Berberati et de Bambari.

2. Sur le plan ferroviaire

La construction de trois (03) grandes lignes de chemin de fer pour le transit marchand et passager

Bangui-M’baïki-Belabo 898 Km/Bangui-Pissa-Congo 193Km/Bangui-Amdafoc-Nyala 1153 Km.

3. Sur le plan routier (Routes bitumées à 2 voies)

Bangui-Bambari 200Km/ Baoro-Carnot-Berberati 200Km/Mongoumba-Bossangoa 700Km

4. Sur le plan portuaire et fluvial

Le port en eau profonde de la RCA à KRIBI (CAMEROUN) ; les Plateformes, portuaires de la RCA à Douala et fluviales de Mongoumba et de Zinga (Lobaye).

5. Sur le Plan des Transports Aériens

La création et la dotation en aéronefs, la formation de l’expertise Centrafricaine à la gestion, au management et à la maintenance d’une compagnie aérienne nationale.

        VI.        Sur le plan fluvial

Le dragage, le désensablement,  la maintenance du couloir  fluvial Bangui/ Brazzaville en vue d’optimiser les transits marchands et passagers.

• Pour le Ministère du Commerce et de l’Industrie

La signature d’un Mémorandum d’entente portant sur la recherche en vue de l’implémentation en RCA des financements directs étrangers destinés à réaliser et mettre en œuvre la zone industrielle de Bangui conformément au décret N°0017/PM/CAB/du 30 Décembre 2016.

Cette zone industrielle qui sera construite et mise en œuvre dans la localité de Bimbo (Ombella M’poko) recouvre une superficie de mille (1000) Hectares qui seront entièrement mis en valeur aux standards internationaux permettant l’installation et le fonctionnement de plus de six cent (600) Entreprises, dont une grande partie identifiée, qui vont développer sur place des activités relevant des secteurs du textile, de la chimie, de la pharmacie, de l’Agro-alimentaire, du bois, de l’industrie de transformation, des télécommunications Etc.

C’est une zone industrielle à vocation exportatrice qui contribuera de manière significative à l’amélioration de la production intérieure brute (PIB) et renforcera la crédibilité de la RCA sur le plan International. On devrait aussi voir se développer une main d’œuvre qualifiée avec un impact direct sur les familles bénéficières.

Il est à noter que CIG a reçu Mandat du Président du Conseil Economique et Social (CES) pour entreprendre tout ce qui est sus évoqué avec entre autres mandat pour la construction du siège du Conseil Economique et Social. Décidé à faire de la réalisation du siège du CES la concrétisation de sa volonté à accompagner de manière concrète de la RCA, il est annonce une durée de  18 à 24 mois de travaux pour préfinancer les études, construire équiper et livrer l’imposant ouvrage.

L’ouvrage dont les financements sont disponibles pourrait être construit, équipé et livré fin 2018 si toutes les conditions sont localement réunies. "Can we live in a rich country and have a poor population ? ''

This is the issue that currently focuses the attention of the Central African Authorities and the Centrafrique Investment Group, CIG. Mr. TOCHIL NWANERI, Economic and Trade Consulate of the Central African Republic in Nigeria (LAGOS) Chairman of the Centrafrique Investment Group and his team, who are above all reassuring and exemplary, are committed to promoting the development of the Central African Republic.

Objectives: After identifying with the Authorities the needs ,the "Centrafrique Investment Group", decided to tackle priority development projects through the mobilization through its international network of credible foreign direct investment and financing in view of their implementation in the Central African Republic.

This initiative is an active and concrete response to the appeal made to the private sector by His Excellency Professor Faustin Archange TOUADERA President of the Republic, Head of State, with a view to contributing to and supporting the Government in its Reconstruction of the national economy for the benefit of the people.

In order to achieve a coherent and effective work and ensure a better follow-up of the execution of the programs Centrafrique Investment Group considered it necessary and important to settle in the CAR in order to integrate and involve in its approach all the national expertise. Convinced and determined to make changes, the Government represented by the Ministers concerned and CIG have undertaken to carry out several projects by signing the Memorandum of Understanding to date.

It is:

For the Ministry of Equipment of Transport of Civil Aviation and Desenchantment.

1 ° research and establishment under the control of the State of direct and credible investments intended to finance the studies and the realization of the projects listed below:

1. At the airport level

The construction of the International Airports of Berberati and Bambari.

2. On the railway side

 The construction of three (03) major railway lines for goods transit and passenger transit Bangui-M'baïki-Belabo 898 Km / Bangui-Pissa-Congo 193Km / Bangui-Amdafoc-Nyala 1153 Km.

3. On the road map (2-lane bituminous roads)

Bangui-Bambari 200Km / Baoro-Carnot-Berberati 200Km / Mongoumba-Bossangoa 700Km

4. On the port and river

The deep-water port of the CAR in KRIBI (CAMEROON); the port of the CAR in Douala and the platforms  river ports of Mongoumba and Zinga (Lobaye).

5. On the Air Transport Plan

Creation and staffing of aircrafts, training of Central African expertise in the management, management and maintenance of a national airline.        

6. On the river

Dredging, desensitization, maintenance of the Bangui / Brazzaville corridor to optimize the transits of goods and passengers.

- For the Ministry of Trade and Industry

The signing of a Memorandum of Understanding on research for the implementation in the Central African Republic of foreign direct financing to implement and implement the Bangui Industrial Zone in accordance with Decree No. 0017 / PM / CAB / of December 30th  2016.

This industrial zone, which will be built and implemented in the locality of Bimbo (Ombella M'poko), covers an area of ​​one thousand (1000) hectares which will be fully developed to international standards allowing the installation and operation of more than six (600) Enterprises, many of which are identified, will develop on-site activities in the textile, chemical, pharmaceutical, food processing, wood, processing, Telecommunications.

It should be noted that CIG has been given the mandate of the President of the Economic and Social Council (CES) to undertake all the above mentioned matters, including the mandate for the construction of the Economic and Social Council. 

Decided to make the realization of the headquarters of the CES the realization of its will to concretely accompany the RCA, it is announced a period of 18 to 24 months of work to pre finance the studies, build equip and deliver the imposing work. 

The work for which funding is available could be built, equipped and delivered by the end of 2018 if all the conditions are locally met.
